Effect this measure will have on costs and revenues of state government.
The stated purpose of this bill is to improve the quality and access to behavioral health crisis services; reducing stigma surrounding suicide and mental health and substance use disorders and saving lives; and for the purpose of complying with the National Suicide Hotline Designation Act of 2020 and the Federal Communication Commission’s rules adopted July 16, 2020 to assure that all citizens and visitors of the State of West Virginia receive a consistent level of 988 and crisis behavioral health services no matter where they live, work, or travel in the state.
This bill has no impact on revenue collections by or costs to the State Tax Department. The fee program is administered by the Public Service Commission.
