Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to reduce drug costs for diabetics. The bill attempts to achieve this by limiting the cost-sharing a patient must pay for a covered prescription insulin drug to $100 for a 30-day supply of insulin, regardless of the amount or type of insulin needed.
HB 4543 was passed into law during the 2020 Regular Legislative Session amending West Virginia Code Section 5-16-7g (c) to, “cost sharing for a 30-day supply of a covered prescription insulin drug shall not exceed $100 for a 30-day supply of a covered prescription insulin, regardless of the quantity or type of prescription insulin used to fill the covered person’s prescription needs.”
PEIA complies with WV Code 5-16-7g offering members the benefit of a $25 and $50 copay for a 30-day or 90-day supply of insulin respectively. Accordingly, there would be no fiscal impact to PEIA with the passing of the proposed bill.
