Effect this measure will have on costs and revenues of state government.


HB4332 updates existing language throughout WV Code Chapter 19 and establishes the West Virginia Animal Remedy Law. The updates to existing sections of WV Code language do not result in significant changes to programs or material impacts to expense and revenue. Establishing the West Virginia Animal Remedy Law will have little, if any, impact on costs and revenues of state government. Revenue from product registrations would be used to offset costs associated with chemicals, supplies, maintenance, and personnel. The overall impact of this legislation would be an approximate net zero.

Explanation of above estimates (including long-range effect):


All expense and revenue estimates are related to the establishment of the WV Animal Remedy Law (Article 14A) and will impact Special Revenue only. There will be no impact to General Revenue from this bill. The increase in personnel services is for the salary and benefits costs an additional 1.0 FTE for a product registration specialist to carryout the activities as detailed in the bill. Current expenses are estimated at $50,000 and will cover laboratory costs associated with the testing activities such as laboratory chemicals, supplies, and equipment maintenance. It is estimated that 20,000 animal remedy products would be registered at $50 per product for a total annual revenue of $100,000. This is an early initial estimate; revenue will vary depending on the number of products registered from year to year.
