Explanation of above estimates (including long-range effect):


Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. HB4491 creates two funds under the DEP to collect fees for underground carbon dioxide storage facilities. It is expected to require an additional employee at the annual salary of a permit writer (55,814), plus 32% benefits, 55814*1.32=73674.48 (rounded up to 73675). Current expenses include travel, office rent, telecommunications and other operating expenses. Equipment includes a new computer and related appurtenances. It is currently unknown the amount of revenue these fees will generate, but upon full implementation, fees should be set to cover the expenses.
