The West Virginia Division of Personnel (DOP) believes that the legislation will result in minimal cost to the DOP and impacted agencies to implement and administer the requirements established therein based upon the DOP's understanding of the requirements and intent.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The DOP believes that the legislation will result in minimal cost to the DOP and impacted agencies to implement and administer the requirements established therein based upon the DOP's understanding of the requirements and intent.



Memorandum


Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. The DOP currently provides benefit and total compensation information to applicants in job postings via the NEOGOV applicant tracking system. The information can be compiled and provided in the benefit summary of the job vacancy posting system. Special issues not captured elsewhere on this form include: 1) Assigning a cumulative total of the value of all compensation provided or offered will likely be in the form of an average percentage as the value of the benefit for applicants can vary significantly based on factors such as state tenure of applicant (impacts annual increment, leave accrual, use of terminal sick and annual leave at retirement, etc.), what benefits the applicant chooses (e.g., type of health insurance plan, single or family coverage, optional benefits selected, etc.), the specific salary paid by the hiring agency, etc. The DOP website offers applicants a Total Compensation Calculator so that they can determine total compensation by answering questions pertaining to the aforementioned factors. 2) Department of Transportation employees, though considered classified, are not covered by the DOP merit system.
