Effect this measure will have on costs and revenues of state government.


Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. The proposed bill will create a new program and associated fund allowing all purchasers of hunting and fishing licenses to be solicited to donate money disbursed to the WVU Rifle Team Fund. The bill allows the WVDNR to recoup processing and administrative costs through a (up to) 5% deduction of the donated funds. As long as the bill does not allow for diversion of revenue from the cost of hunting and fishing licenses, federal reimbursement as per the Federal Aid in Wildlife Restoration Act should not be affected.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The cost of complying with the administrative requirements to collect and disperse the funds is estimated to require 4 hours by an employee earning $31.25/hour (salary plus fringe). This cost is offset assuming $2500 in donations yearly (2500 X 5% = 125)
