Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to transfer the operations of the West Virginia Children’s Health Insurance Program to the Bureau for Medical Services and delegate policymaking authority from the current board of directors to the program director.
The Department anticipates the transfer of the CHIP to the BMS will be cost neutral, with a shift of state and federal funding between agencies. The Bureau for Medical Services will be retaining the positions that are currently under the CHIP.
