The purpose of this bill is to exempt certain services from the certificate of need.
As the WV Health Care Authority hasn't received an expedited application for a birthing center in years, removing the requirement for a Certificate of Need review for constructing, developing, acquiring or establishing a birthing center will have no fiscal impact on the Department.
