Explanation of above estimates (including long-range effect):


The numbers reported above (“0”) above do not mean that there is zero potential fiscal impact; rather they reflect the unknown nature of increased expenses, which would assuredly arise. The Attorney General's Office is implicated here in the event that a local government fails to comply with the bill's requirements and is then the target of a complaint filed with the Office. The uncertainty of the future likelihood of local governments violating the bill's requirements makes any projection of associated increased costs difficult, if not impossible. However, if any complaints of alleged violations were presented to the Attorney General, the bill's required investigative efforts would lead to increased operating costs, as would any subsequent litigation.
