Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


Based on our interpretation, this bill would increase the base salaries of certain state officers to a statutory percentage of the compensation of a member of the United States Congress. Based on that provision, the current salary of a member of the United States Congress is $174,000. As written, the bill would increase the Governor's salary to 100% (or $174,000) of the compensation of a member of the United States Congress. That would be an increase of $24,000 plus fringes. As written, the bill would increase the salaries of the Attorney General, Auditor, Secretary of State, Commissioner of Agriculture and State Treasurer to 85% (or $147,900) of the compensation of a member of the United States Congress. That would be an increase of $52,900 plus fringes for each constitutional officer. The bill provides an internal effective date for the salary increases for each of the constitutional officers beginning January 1, 2025.

Explanation of above estimates (including long-range effect):


The current salary of a member of the United States Congress is $174,000. As written, the bill would increase the Governor's salary to 100% (or $174,000) of the compensation of a member of the United States Congress. That would be an increase of $24,000 plus fringes to the base salary of the Governor. The bill would also increase the salaries of the Attorney General, Auditor, Secretary of State, Commissioner of Agriculture and State Treasurer to 85% (or $147,900) of the compensation of a member of the United States Congress. That would be an increase of $52,900 plus fringes for each constitutional officer. The internal effective date of January 1, 2025 does not fall within the parameters of the table above but for the effective date of January 1 2025, the cost to the FY 2025 Budget Bill would typically be projected at approximately 1/2 cost of the full implementation as it becomes effective halfway through FY 2025. However, since salaries are required to be budgeted at their respective annualized amounts, the full amount for each of the salaries would be required beginning with the FY 2025 Budget Bill.



Memorandum


Future increases to salaries of the members of the United States Congress would have an impact on the salaries of state Constitutional officers. While Congressional salaries have not been increased since 2009, this bill does not currently address when the percentage to state salary calculations would be done in the event of a Congressional salary increase. The next Congressional salary increase, whenever it comes, may be a bit more significant than a typical annual increase in pay. The proposed change in Law would tie future State costs for these salaries and benefits to future federal policy changes.
