Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to develop an online portal to support foster placements and kinship placements with the specific needs for their foster children. The Department estimates a fiscal impact of $3 million ($510,000 state and $2,490,000 federal) to integrate PATH; and approximately $500,000 ($85,000 state and $415,000) annually, thereafter. Currently the state/federal split is approximately 17% general and 83% federal for the system. As it is fully operational, the funding will shift from a higher federal match for development to a lower federal match for operations.

Explanation of above estimates (including long-range effect):


The $3 million development costs and $500,000 annually for portal were provided by the Department's current Integrated Eligibility System vendor.



Memorandum


The Department's Bureau for Social Services is the State (SSA) Title IV Agency. The Department's Office of Maternal, Child and Family Health (OMCFH) is the State (SSA) Title V Agency. As such, the OMCFH Director (or designee) should be added to the "stakeholder" definition in §49-1-203. The OMCFH contributes to the West Virginia Child and Family Services Plan that is required by subsection (b)(15) of the Social Security Act §422. and heavily contributes the Health Care Oversight and Coordination Plan contained therein. OMCFH should be contributing; hence the importance of the addition of the OMCFH to the "stakeholder" definition in §49-1-203. P1, Lines 3 - 4 currently reads, "requiring the Bureau of Social Services to implement of a child welfare information technology system." Sentence should read "requiring the Bureau for Social Services to implement a child welfare information technology system."
