Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. The purpose of this bill is to establish the State Technology Transfer Commission for the purpose of oversight for the utilization of intellectual property held by state institutions of higher education. This Commission would have five members with varying qualifications appointed by the governor to staggered three-year terms and would also include the Chancellor of HEPC and the Executive Director of the Jobs and Investment Trust as members. An Executive Director and staff would be hired to implement the provisions in the bill and would be collocated with the Higher Education Policy Commission. The annual budget for the State Technology Transfer Commission is estimated to be $423,800. This total includes $265,000 in salaries (for an Executive Director, a Professional Intellectual Property Analyst, and administrative support position); $61,000 in fringe benefits; and $97,800 for indirect costs including facilities and administrative expenses.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The estimate is based on the following considerations and assumptions: - Salary for the Executive Director would be $120,000. - Salary for the Professional Intellectual Property Analyst would be $90,000. - Salary for Administrative Support position would be $55,000. - Fringe benefits are estimated at 23% of salary total. - Facilities and Administrative expenses are estimated at 30% of direct costs (Salary and benefits).
