Effect this measure will have on costs and revenues of state government.
This proposed legislation does not address who the responsible party will be for purchasing, installing, and maintaining the technology required by this bill. If the Legislature intends for the WVDE to be responsible for implementation, then it is estimated that it will cost approximately $210,000.00 upon full implementation. If the Legislature intends from the various county boards of education to be the responsible party for this requirement, then there would not be any fiscal impact on the WVDE.

Explanation of above estimates (including long-range effect):
The WVDE has identified 421 restrooms in self-contained classroom areas and estimates the costs per room to be $500.00 for a total of $210,000.00.
Please note that there is no “turn-key” solution available at this time; therefore, this estimate is based on a single rack mounted recording device capable of external storage per restroom.
Additionally, this estimate does not provide for the means to automatically trigger the recording which could lead to excessive storage requirements as well as difficulty in retrieving necessary audio. Further, related installation and infrastructure upgrade costs that may be necessary to implement the requirements established by the enactment of this legislation are also not included because the WVDE lacks the data necessary to calculate an such costs because the needs of each location would be unique.
