Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. The language in proposed House Bill 3473 states that a task force will form to evaluate the practicality/possibility of creating a clearinghouse of information concerning proposed routes under the Dig Once Policy. The only fiscal impact the West Virginia Division of Highways (DOH) would incur is the payroll associated with employees' time spent working on the task force.

Assumptions: Six employees Two hours per month in meetings Six hours per month for research/plan development Average hourly rate: $50 (the individuals with the information needed to develop this plan are those in higher classifications with many years DOH experience) Additive rate for payroll: 65.7% Six month duration for plan development (July 1 - December 31, 2023)
