It will increase the reimbursement from the fund from $350.00 to $1,000.00 per sexual assault examination performed by licensed medical facilities on victims.

Explanation of above estimates (including long-range effect):


The Cost increase projected as a result of this bill is $178,100.00 as detailed below: The average for the last three years has been 274 examination reimbursements processed per year. At the current reimbursement rate that means $95,900.00 annual cost to the State. Assuming this average number of examination invoices received remains the same the increase in cost to the State would be on the order of $178,100.00 ($274,000- $95,900). Crime rates are variable, however, and we can't accurately forecast how many sexual assault examinations will be performed annually in the future. We are only expecting minimal increases in the fund's share of personal services and rent going forward and the remainder of current administrative expenses, repairs and alterations, assets, or revenues are not expected to change. Note: The Budget bills for the current year allotted $143,697.00 for this fund. Costs for administering the fund, per 61-8B-15, and the purchase of the kits for the WVSP Lab to distribute to the licensed medical providers represent the remainder of annual costs to the fund and, combined with the medical service payments noted above, often result in a fund shortfall late in the fiscal year. In the past, Secretary transfers have allowed the fund to meet it's obligations when that occurs.
