Effect this measure will have on costs and revenues of state government.


This Bill would result in a need for at least two additional full-time employees at the Department, tasked with managing the vast quantities of constantly changing information about the power-line infrastructure in the State of West Virginia that is required to be maintained, updated, and provided to interested individuals under this Bill. Additionally, the Department would be required to build out software necessary to create, maintain, and provide the mapping information, which would likely require procurement of an outside consultant.

Explanation of above estimates (including long-range effect):


The addition of this program would require WVDED add at least two FTE staff members with an estimated salary of $60,000, plus benefits and ongoing costs in current expenses to include travel, supplies, user fees, etc. These two FTE staff members would be tasked with maintaining and constantly updating the data related to the power-line infrastructure required under the Bill, as this In addition to the cost of growing the WVDED, additional software and data management costs in the first year would include the cost of hiring an outside consultant to build out the necessary computer software required to collect, manage, and map all of the data related to the power-line infrastructure across the State of West Virginia.
