Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


This bill establishes the Great Expectations Pilot Program to begin at a selected WV Community and Technical College on September 1, 2025, and last for three (3) years.  It provides full-time specialized coach(es) for foster care students to support college success.  It outlines the responsibilities of the coach and foster child along with reporting and funding requirements.  The proposed bill appropriates $95,000 per year for the duration of the pilot program.

Explanation of above estimates (including long-range effect):


Requirements in the proposed bill state "funding shall cover the full-time salary and benefits of the Great Expectations Coach and resources to fund recruitment, onboarding, and supportive activities and services."



Memorandum


The bill could lead to additional costs above the proposed funding of $95,000 depending on the financial aid for which students could qualify.  It is difficult to estimate the additional fiscal impact of the legislation without clarification that defines the use of tuition programs and waivers, such as compliance with WV Invests-eligible programs, workforce programs, and tuition waivers for high school graduates in foster care.
