Effect this measure will have on costs and revenues of state government.
This bill would be revenue and expense neutral for the WVDOH. When the commission approves a claim, and the DOH concurs with the claim, the DOH will inform the clerk that it will stipulate to the entire amount of the claims or to a specific amount of the claim, not to exceed $3,000.

Explanation of above estimates (including long-range effect):
Memorandum
If this bill were to become law, the DOH would pay claims as they they were approved by the Division and the commission. In prior years, the claim would be paid annually, this bill would change the payment schedule release that stipulation. The expense of paying a claim would remain the same as in years past, and no additional revenue would result from this proposed legislation. The concern for the WVDOH would be a potential negative impact on cash flow management. The DOH is diligent in managing cash flow and leveraging federal reimbursements. Minimal payments associated with this proposed legislation would not have a substantive impact on operations, but overall fiscal impact is impossible to predict. If all claims up to and including $3,000 were to be submitted and paid, this could significantly impact cash flow.
