Effect this measure will have on costs and revenues of state government.
The purpose of the proposed legislation is to establish the Police Partnering with Communities Act. The bill defines "distressed areas." The bill establishes the fund within the West Virginia State Treasurer’s Office. Finally, the bill provides for an effective date. Police officers shall provide the West Virginia State Treasurer's Office with documentation of their physical address of living in a distressed area, as well as documentation of their employment with a city, municipal, or county police department to qualify for the housing cost reimbursement. The bill requires the West Virginia State Treasurer's Office to assign professional and clerical staff to assist in the oversight of the fund.

Explanation of above estimates (including long-range effect):
Assumptions were made to estimate the cost contained in this fiscal note. The WV State Treasurer’s Office did some basic internet searches. According to 247wallst.com there were approximately 3,901 police officers employed in West Virginia in 2020. According to an article published by Appalachian Regional Commission in 2022, there are 33 economically distressed counties; this does not account for individual streets as stated in the proposed legislation. Therefore, it is assumed that the opportunity for police officers to move into economically distressed areas would be significant. To process the documentation required in the proposed legislation, “physical address of living in a distressed area, as well as documentation of their employment with a city, municipal, or county police department to qualify for the house cost reimbursement” the WVSTO would need additional staff. Based upon preliminary estimates, there would be a need for a total of 3 staff, consisting of 2 accountants and an administrative assistant. Total salary and benefits are estimated at $189,000. Each employee will need a computer and miscellaneous office supplies estimated at $1,500 each, totaling $4,500.
