The purpose of this bill is to require licensed programs, under the Medication-Assisted Treatment Program Licensing Act, to offer long-acting reversible contraception to patients recovering from addiction to new and current patients. Projected annual cost is estimated at $8,600 (state = $2,250/federal = $6,350).

Explanation of above estimates (including long-range effect):


Projected annual cost is estimated at $8,600 (state = $2,250/federal = $6,350). The estimate assumes the following: -Number of postpartum women receiving MAT each year = 80 -Percent of women who elect to receive LARC = 10% -Average cost of LARC device = $1,000 -Average non-facility reimbursement for LARC implantation = $75. 80 women per year * 10% who elect to get a LARC * ($1,000 + $75 cost).



Memorandum


Long-acting reversible contraception (LARC) is not currently part of the bundle payment for Opioid Treatment Programs or payment for Office-Based Medication Assisted Treatment's; however medical staff has been able to prescribe a LARC. Unable to verify if or how many that would bill under the standard Evaluation and Management (E/M) codes. These women may receive LARC elsewhere at another service provider making it reasonable that there may be no cost impact to BMS as well.
