Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to authorize the Division of Motor Vehicles to issue special registration plates for autism awareness.
The Division estimates that programming costs for the cash register of $3,250 (26 hrs. X 125/hr.). For the purposes of this fiscal note, the agency assumes 250 plates will be purchased the first year. The average cost of similar plates is $4.30 ($7.25 special plate - $2.95 Class A) more than the standard ‘class A’ plate. This produces an increased first year plate cost of $1,075 ($4.30 X 250). The total expense for the first year is $4,325 ($3,250 + $1,075).
The bill establishes a $10 one time fee for the plate producing $2,500 revenue. The bill also establishes a $15 annual fee which produces revenue of $3,750 ($15 X 250). The total revenue for the first year is $6,250 ($2,500 + $3,750).
For future years the agency estimates the number of plates will remain consistent with 5%, or 13 plates (5% X 250 plates) of the plates not being renewed and replaced with new plates. This produces annual costs of $56 (13 X $4.30).
Future years revenue would be $3,880 ($3,750 annual plate fees + $130 first year plate fees).
