This would have a possible impact on the Gen Reve budget of the Dept of Homeland Security of approximately $200,000 for an attorney with expertise and knowledge of death penalty cases. The majority of the impact would be seen by the WV Division of Corrections and Rehabilitation and they have submitted a Separate fiscal note: Their totals are $1,441,020 additional staffing cost (added to the base budget) Assets in the amount of $25,000,000 One time Costs of to build a 75 bed unit for Death Row inmates

Explanation of above estimates (including long-range effect):


This would have a possible impact on the Gen Reve budget of the Dept of Homeland Security of approximately $200,000 for an attorney with expertise and knowledge of death penalty cases. ( I allowed for a higher salary since there may be a need for someone with knowledge and experience in the area of death penalty cases)



Memorandum


This bill would affect DCR more than it would the DHS office. DCR has submitted a fiscal note for this bill. We believe this would require the Dpet of Homeland Security to hire additional legal counsel to address these cases
