This bill would extend the West Virginia Invests Grant Program requirements to individuals who have previously been awarded a post-secondary degree if they are seeking an associate degree or certificate in an eligible post-secondary program for emergency medical services. The total estimated cost is $122,834.

Explanation of above estimates (including long-range effect):
Historically, the community and technical college system has had about 350 students enrolled in paramedic science and emergency medical services. Of that total, approximately 35 students did not receive West Virginia Invests and had a prior post-secondary credential. The approximate annual program cost for paramedic science and emergency medical service is $7,000. Students with a bachelor's degree (or higher) do not qualify for a Federal Pell Grant or the WV Higher Education Grant Program (WVHEGP). Approximately 1/3 of the students that did not receive West Virginia Invests have a bachelor's degree or higher. The average WV Invests Grant Program award for the previous academic year after applying Federal Pell Grant and WVHEGP was $1,477.
