Fiscal Note Summary
Effect this measure will have on costs and revenues of state government.
This legislation, in its current form, prohibits those registered in the state sex offender database from entering school property or attending public school activities and events and requires parent-teacher conferences for those persons to be conducted off school grounds; therefore, it does not have any fiscal impact on the West Virginia Department of Education or the various county boards of education.

If enacted, the WVDE is uncertain how the provisions of this bill would be enforced. Specifically, the county and/or school would not know a registered person is on school property without notification.
