Explanation of above estimates (including long-range effect):
A large portion of this effort is already performed by DOT in relation to state-controlled roads and highways through the Adopt-a-Highway program as well as convict work programs. Additional requirements including signage, educational campaigns, and increased coordination with WVDEP are variable and would depend on the degree of emphasis allocated to the new aspects of the program.

None. The WVDOT supports a clean and litter-free West Virginia, and is happy to work with other public bodies to deploy taxpayer resources as the Legislature chooses.
