Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require insurance plans to provide speech therapy for children that stutter at no cost to the member. It also prohibits any benefit limits and utilization management. This bill will increase PEIA’s costs. PEIA assumes a 30% increase in utilization of these services due to no member out of pocket, benefit limits or utilization management. Currently, PEIA’s benefits allow for 20 therapy sessions with cost sharing and utilization management review for any treatments beyond 20. Assuming on average an additional 10 sessions will be incurred beyond 20, and no cost sharing, PEIA will incur an additional cost of $156,000.
