The purpose of proposed Senate Bill 538 is to remove the sunset date on the provision granting the right of first refusal granted to land reuse agencies and municipal land banks for acquiring certain tax-delinquent properties that permits these entities to purchase qualifying tax-delinquent properties before they are offered at public auction.

We have reviewed the provisions of the proposed legislation and we are unable to identify any specific changes in either revenues or expenses which would be manifested by the adoption of the Bill. In addition, the State Auditor’s Office believes the provisions contained in the proposed legislation could be implemented using existing available staff and resources.
