Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. There would be very little additional fiscal impact to the WVDCR. We cannot predict how many offenders may be eligible for said pilot program, or how many offenders may not complete the program; these offenders are already within the judicial system and are already included in housing costs within either our prison or jail population. Potential cost savings to the state general revenue would be for those offenders that complete this alternative sentence and do not end up in our prisons and jails for the entire original sentence.
