At the beginning of the 2027 legislative session, the Commissioner would be required to
introduce the Division’s proposed formula for the effective and efficient allocation of
state and federal road funds among the districts and counties to be promulgated as a
legislative rule.

Explanation of above estimates (including long-range effect):
The Division estimates a cost of approximately 100 hours at $30/hour for an
administrator to create and implement the formula. Furthermore, additional costs such
as publications are a variable cost dependent upon the length of the ads and the
amount of ads placed but is estimated at approximately $300 per ad. At minimum, the
Division would likely advertise in each district’s headquarters.
