Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to create the Child Protection Investigations Reform Act; and require notification to a person accused of child abuse or neglect of the person's rights in connection with an investigation conducted by the Department of Human Services. This bill would require the creation and purchase of new Child Protective Services program booklets that clearly outlines parental rights as stated in the bill and amends Chapter 49 of the W. Va. Code. The Department estimates the fiscal impact of this legislation to be $175,000 ($124,250 state/$50,750 federal).

Explanation of above estimates (including long-range effect):


The cost would be associated with the creation and printing of new program booklets for Child Protective Services. Historically, an order of booklets will cover five to seven years. This estimate is based off the previous booklet redesign and order in February 2021 at $1.17 for 135,000 booklets. The $175,000.00 estimate includes potential cost increase over the last five years.
