Summarize in a clear and concise manner what impact this measure will have on costs and revenues of state government. Length of confinement in a regional jail facility before conviction varies. ("cost to county" would be days billed at the per diem rate) If we use FY 25 as an example - $49,139,835.08 was billed to the counties in FY25 and roughly 90% of all sentencing orders have time served included; impact would be $44,225,851.60 that would need to be reimbursed to the committing counties from the WVDCR (general revenue) for FY25. NOTE: 90% is a conservative estimate on sentencing orders that include credit for time served.
