Effect this measure will have on costs and revenues of state government.
The DOH would be responsible for the review of project applications. The Division is unable to estimate the number of applications that might be received annually, but does forecast that each application will require approximately $2500-$3000 of internal review time, assuming that the applicant does not supplement or amend its original application. Supplements and amendments, if any, could be limited or significant in scope, and difficult to forecast.

Explanation of above estimates (including long-range effect):
DOH is unable to responsibly forecast the fiscal impact of the bill because of the uncertainty regarding the number of applications that might be submitted. However, the Secretary of Transportation is authorized to certify no more than $100K of expenditures and required to track those expenditures and cease accepting applications once the expenditure limit has been reached.
