Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.



Memorandum


House Bill 4539, if enacted, requires an insurer shall send written notice, no less than 30 days prior to open enrollment, of the new rate change for accident and sickness policies, by first class mail to all policyholders affected by the rate change. HB4539 may have an impact on accident and sickness (A&S) insurance premium rates in the private market due to increased policy administration costs and USPS mailing expenses. While an increase in A&S coverage premium rates may be expected, the WVOIC does not have the data to calculate the extent of any possible increases. The bill is unclear whether insurers must provide notification to policyholders only when premiums increase or if the same notification is required for premium decreases. This bill has no fiscal impact to the WV Offices of the Insurance Commissioner.
