Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to require the Division of Motor Vehicles to establish an automatic renewal system with automatic billing for the renewals of motor vehicle registrations. This bill would require the Division to save the billing information of those enrolled in a secure portal. The initial cost for the Division to develop the automated billing system would be $120,000. With an additional $30,000 a year in maintenance. The bill requires the Division to send a notice two weeks prior to the automatic charge being applied. To mail 103,500 notices per month at $0 .78 would equal $80,730.00 in postage. Add to that $.145 material costs for each notice, which would equal $15,007.50 for a total of $95,737.50 added costs per month. Annual postage and material costs would total $1,148,850 ($95,737.50 X 12). The bill would require each county sheriff’s tax office to report the payment of personal property taxes directly to the Division. The counties would be responsible for the cost of developing a system to send their tax records to the Division.
