The proposed bill will have no effect on the revenues or expenses of the State of West Virginia or the Public Service Commission of West Virginia. The proposed bill requires the Public Service Commission to draft rules to include a provision for reduced water, sewer or combined water/sewer rates for residents of small communities of less than 1000 residents from privately-owned water, sewer or combined water/sewer utility. The Commission may authorize the reduced rates upon application of the privately-owned water, sewer or combined water/sewer utility.

Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years. The proposed bill requires the Public Service Commission to draft rules to include a provision for reduced water, sewer or combined water/sewer rates for residents of small communities of less than 1000 residents from privately-owned water, sewer or combined water/sewer utility. The Commission may authorize the reduced rates upon application of the privately-owned water, sewer or combined water/sewer utility.

Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form. There are 230 municipalities with less than 1000 residents in West Virginia. In addition, there are even more small, unincorporated areas in West Virginia whose residents would also qualify for the reduced rates. Identifying these communities and their residents may be difficult, especially considering keeping track with which communities have less than 1000 residents as people move in or out.
