Memorandum
Please identify any areas of vagueness, technical defects, reasons a bill would not have a fiscal impact, and/or any special issues not captured elsewhere on this form.
There are 230 municipalities with less than 1000 residents in West Virginia. In
addition, there are even more small, unincorporated areas in West Virginia whose
residents would also qualify for the reduced rates. Identifying these communities and
their residents may be difficult, especially considering keeping track with which communities have less than 1000 residents as people move in or out.
