Effect this measure will have on costs and revenues of state government.
This proposed legislation requires county boards of education to coordinate a community education program to serve senior citizens, adults without high school degrees, and those persons without sufficient income.
In its current form, this legislation has an estimated cost to the West Virginia Department of Education of $4,570,600 annually for hiring experts to teach required community education programs in 55 counties.

Explanation of above estimates (including long-range effect):
The estimated total cost is $4,570,600 annually for hiring staff to coordinate the statewide program and hiring experts to teach each required community education program in 55 counties. The estimated cost breakdown is below:
-8 experts per county at $30 per hour per week = $960 per county to offer 8 classes once a week
-Annual cost per county for instructor = $49,920
-Annual cost for statewide coordinator = $75,000
-Annual cost for 55 county coordinators ($30,000 per county) = $1,650,000
-Annual cost for statewide/local marketing = $100,000
Memorandum
Many Career Technical Centers already provide some of the services outlined in the legislation. The West Virginia Department of Education’s (WVDE) estimated cost is based on offering community education classes for the eight areas specified in §18-2D-2. However, if additional areas or classes are introduced, (“including but not limited to”), the fiscal impact will be greater. Additionally, if a county is unable to find an expert within its community to teach one of the required subjects, it would be difficult to fill the position.
Currently, the WVDE and the Workforce Innovation and Opportunity Act (WIOA) jointly fund GED preparation classes at seventy class sites across the state, while the expenses for the GED exam are also covered by state allocations.
