Approximately 12,000 NPOs are registered in the State of West Virginia. Currently, the DOH does not delineate NPOs from other outdoor advertising applicants, and it is not possible to provide a precise fiscal note for this bill. The estimate above assumes that 10% or 1,200 NPOs would apply for an outdoor advertising license.
