Effect this measure will have on costs and revenues of state government.
This proposed legislation eliminates standardized testing requirements in West
Virginia public and private schools.
While this legislation would save approximately $7,157,000 in costs associated with standardized test assessments statewide, it would also negatively impact federal allocations that require statewide assessment systems. By removing the requirement, the State may be prohibited from receiving approximately $140,642,000 annually because it would no longer meet the criteria that requires a standardized assessment system.

Explanation of above estimates (including long-range effect):
If the statewide assessment system is eliminated by the enactment of this legislation, the State would experience a cost savings of $7,157,711 while jeopardizing $140,642,000 is federal funding because of the elimination.
Memorandum
This proposed legislation contradicts W. Va. Code 18-2E-5. Additionally, eliminating the statewide assessment system would prohibit the state from complying with the federal Carl Perkins Career & Technical Education Act, the Elementary and Secondary Education Act, and the Individuals with Disabilities Act, jeopardizing approximately $140,642,000 in federal funding annually.
