Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Memorandum
House Bill 4089, if enacted, would provide health insurance coverage for scalp cooling systems for the preservation of hair during cancer chemotherapy treatments.
There is potential that a scalp cooling system may already be included in some health coverage and considered as durable medical equipment with applicable cost sharing in place.
HB4089 may have an impact on insurance premium rates in the private market. While an increase in health insurance premiums rates may be expected due to increased usage, the WVOIC does not have the data to calculate the extent of any possible increase.
As this bill amends their respective Code sections, it is recommended that PEIA and BMS be consulted regarding the fiscal impact on those programs.
