Please explain increases and decreases in personal services, current expenses, repairs and alterations, assets, other costs and revenues, including assumptions and data sources and delineation between start-up and ongoing costs. Please also include a long-range schedule of costs and revenues if fiscal impact is expected to vary in future years.
Memorandum
The legislation provides authorization for the fee to be imposed on residents, but this does not allow for the fee to be imposed on businesses and industry, who utilize the services as well.
Questions that come to mind include:
Does the 10 years start at the time the fee is imposed or when the VFF started volunteering?
What determines an “eligible FF”?
**One who is a certified card-carrying member of a VFD?
**One who responds to X number of calls a month?
Would counties that have ordinances in place relating to fire departments be able to impose this ordinance as well?
Who would be responsible for tracking and verifying the eligibility of the VFD member?
A fund such as this would support recruitment and retention of VFD members, challenges faced by volunteer fire departments.
