Explanation of above estimates (including long-range effect):
This bill allows Potomac State College of WV to become a permanently eligible institution in the Learn and Earn Program and removes the pilot program requirements. The pilot program eligibility and other requirements were created for Potomac State College of WV in HB144 during the August 2023 Special Session and passed. It became effective on passage, but no funding was appropriated. However, based on historic data, the Higher Education Policy Commission (HEPC) believes the amount of additional students would be minimal and the cost should be negligible.
