Fiscal Note Summary


Effect this measure will have on costs and revenues of state government.


The purpose of this bill is to enact a mandate for newborn testing for mucopolysaccharidosis type 1 (MPS1), a metabolic disorder, which although not curable, can be treated if diagnosed in young infants. This bill will increase PEIA costs. PEIA had 1,452 births in plan year 2025. There are 3 infant screening procedures required from this bill. The total cost increase from these procedures when applied to the 1,452 births is $109,000. However, most newborns will not have met their deductibles. Due to this, PEIA is assuming only 15% of these costs will be borne by the plan resulting in a fiscal impact estimate of $16,000.
