Effect this measure will have on costs and revenues of state government.


The stated purpose of this bill is to require municipal elections for the offices of mayor and city council to be partisan elections. Many municipalities currently elect those officers through a single, non-partisan general election. If converting to a partisan election necessarily requires these municipalities to conduct a separate primary election, the cost of conducting elections for those municipalities would double. Additionally the bill requires an amendment to a municipality's charter if in conflict with the provisions of the bill. Amendments to a municipal charter may require an election on the amendment, the additional cost of which may also apply.
