Effect this measure will have on costs and revenues of state government.
The purpose of this bill is to create The Education and Child-Care Help Scholarship Program (also to be known as the WV TEACH Scholarship Program) authorizing the WV Higher Education Policy Commission to award scholarships, propose legislative rules, and compile the required reports. The bill establishes the WV Teach Scholarship Program Fund as a special revenue account, funded through appropriations from the Legislature, gifts and contributions received, and interest earned from investments.

Explanation of above estimates (including long-range effect):
Currently, WVU and Marshall have early education programs that would fall under this program. WVU has about 6 resident students on average, while MU has about 17 resident students on average in the programs. Assuming half of the students at each institution apply and qualify the total annual cost for the 4-year programs would be $116,748 (3 at WVU @ $10,752/yr and 9 at MU @ $9,388/yr). There are about 10 students at CTCs who have already received an associate’s degree that could apply and qualify for a total annual cost for the 2-year programs of $50,240 (10 @ the average CTC tuition of $5,024/yr). The overall cost across the WV higher education system, based on prior year enrollment and estimates would be $166,988.
