Effect this measure will have on costs and revenues of state government.


The State Treasurer's Office does not have access to the data to determine the fiscal impact of means testing the Hope Scholarship as we currently do not know the income levels of current or future participants of the program. The Treasurer's Office would suggest requiring collaboration with the State Tax Department to verify income levels as it would be both administratively less expensive and easier for the Hope participants as opposed to requiring families to submit tax information that the Tax Department already has access to. As drafted, the Treasurer's Office anticipates our contracted program manager would need to hire an additional 2-3 individuals to review and verify tax documentation. This could result in an additional cost to the office's contract.
