House Bill 5527, if enacted, relates to Wellness Reimbursement Programs to be licensed in this state by the Insurance Commissioner. The provisions outlined in HB5527 would increase the workload of the Life and Health Unit. Explanation of above estimates (including long-range effect):


The estimate above accounts for the hiring of one (1) Life and Health Regulatory Analyst position at $60,000 annual salary and $35,000 employer paid benefits per year.



Memorandum


House Bill 5527, if enacted, relates to the authorization of wellness reimbursement plans that are self-insured medical plans or wellness integrated medical plan expense reimbursement plans to be licensed in this state by the Insurance Commissioner. Based on new regulatory oversight functions in HB5527, the OIC estimates that an additional full time employee (FTE) would be required to fulfill all duties outlined in the bill. The fiscal impact is estimated to be $60,000 annual salary with $35,000 employer paid benefits per year for a total $95,000 annual increased cost to the OIC.
