Effect this measure will have on costs and revenues of state government.
While the Purchasing Division has the authority to utilize design-build procurement, this is not standard practice and the division has not processed a design-build project for any state agency in recent memory. This option is mostly used by local governments and agencies outside of the Purchasing Division’s authority. Therefore, the Purchasing Division does not have access to the information necessary to determine a cost estimate for this legislation.
Having said that, it appears this bill is not expected to produce direct cost savings. Rather, the primary benefit of the bill would be time savings in the procurement process. Eliminating the Design-Build Board removes an extra layer of review and approval, which may shorten project timelines, reduce administrative delays, and/or allow projects to move to construction more quickly.
