Explanation of above estimates (including long-range effect):
This legislation would require county boards to increase the number of cameras in their schools to provide coverage in classrooms or other areas not otherwise covered. In compliance with W. Va. Code §18-5-48, the West Virginia Department of Education conducts an annual survey to obtain information on the safety and security measures implemented by county boards of education and the costs of commonly requested security upgrades. The number of cameras needed to meet this requirement, and their associated costs were questions on the school safety survey and will serve as the basis for the information provided.
The survey responses indicated that 13,573 cameras were needed by counties across the state, with an initial procurement cost of $30,336,178. Ongoing subscriptions, storage, and maintenance are subject to market conditions and service providers and are an unknown variable that will continue to affect the camera’s operational costs beyond the initial expense.
