Explanation of above estimates (including long-range effect):
Memorandum
HB4061 provides provider reimbursement parity for behavioral health providers.
HB4061 may have an impact on insurance premium rates in the private market. While an increase in health insurance premiums rates may be expected due to the reimbursement parity, the WVOIC does not have the data to calculate the extent of any possible increase but it is anticipated that any such change would have a minimal effect on the OIC and the private health market.
As this bill amends their respective Code section, it is recommended that PEIA be consulted regarding the fiscal impact on their program.
