Effect this measure will have on costs and revenues of state government.


This bill would compel the DOH to accept certain roads, generally built or maintained by homeowner's associations or similar entities, into the state road system.  After acceptance into the state road system, the DOH would maintain the road subject to the same maintenance policies that similarly classified roads are maintained.

Explanation of above estimates (including long-range effect):


The annual cost of road maintenance incurred by the WVDOH ranges from $3,000 per mile for roads in good condition to $12,000 per mile for roads in poor condition. The West Virginia Organization of Homeowners Association reports that WV currently has 157 member HOAs representing over 18,000 homes; it does not report the number of linear miles of roads represented by those HOAs, nor does it represent the number of HOAs not registered with the organization of Homeowners. The estimate above shows the fiscal impact if 100 HOA roads, at an average of 3 miles per road, were to be brought into the state road system in “average” condition. This results in a minimum maintenance cost of $7500 per mile, or $2.25M annually.
